Follow-up to #12 — this commit was pushed to the same branch after #12 had already been merged, so it never made it into main. Replaces the raw policy string with p/sp/pct/adkim/aspf/fo attributes, matching dmarcing_sts_policy's mode/mx/max_age shape. Depends on the service-dmarc-api structured DMARC PR.

Convert dmarcing_dmarc_policy to structured attributes

Replaces the single raw policy string with p/sp/pct/adkim/aspf/fo
attributes, matching how dmarcing_sts_policy already exposes
mode/mx/max_age instead of a raw policy body. Backed by the new
structured GET/PUT .../dmarc endpoints on the org API. rua/ruf are
intentionally not exposed: the platform always overrides them when
serving the live record, so they'd only be misleading here.

PolicyResourceModel is renamed to SPFPolicyResourceModel and moved
into resource_spf_policy.go now that dmarcing_spf_policy is its only
user (dmarcing_dmarc_policy has its own structured model).
