Neither crazy-max/ghaction-import-gpg nor goreleaser/goreleaser-action is mirrored on data.forgejo.org (the runner default action registry) -- confirmed the same way as the earlier opentofu/setup-opentofu fix (infra-dmarc-ing#10): following the redirect lands on a 404. This was actually already diagnosed but got left uncommitted on main by mistake instead of landing in #9 -- this PR is that fix, now properly committed. Every release run since v0.2.6 has failed at the Import GPG key step as a result. Fixed by fully qualifying both uses: with https://github.com/.

the mirror's redirect. Every release run since v0.2.6 has failed here.
Fully qualifying uses: with https://github.com/ bypasses the mirror.
