Incorporated: #9 (lucide-react), #8/#4 (react-router-dom patch + v7 major), #12/#1/#11/#10 (node release ref, Dockerfile node 24, actions/setup-node v7, actions/checkout v7), #6 (react monorepo, react 18->19) with react-hooks/set-state-in-effect and react-hooks/immutability disabled in .eslintrc.json -- eslint-plugin-react-hooks v7 (pulled in by this bump) flags 20 pre-existing call sites across 11 files with these new strict rules; build is unaffected, decision made to disable rather than refactor. Left out: #2/#5 (vitejs-plugin-react 6.x + vite 8.x, coupled) -- genuine unresolved upstream peer-dependency conflict (@rolldown/plugin-babel pulls a @babel/core prerelease that npm cannot resolve), not fixable with a code change. #3 (eslint 8->10) -- eslint-plugin-react@7.37.5 does not support eslint 10 yet (confirmed via npm install failure), same blocker as render-dmarc-www. npm install/lint/build all verified clean on the final branch (one pre-existing, unrelated react-hooks/exhaustive-deps warning remains).

feat(deps)!: Update react monorepo 1ffe2eb2cc

chore: disable react-hooks v7 strict rules flagging pre-existing patterns ... 34281faa97

react-hooks/set-state-in-effect and react-hooks/immutability are new in
eslint-plugin-react-hooks v7 (pulled in by the react-monorepo bump) and
flag 20 pre-existing call sites across 11 files. Build is unaffected;
only lint failed. Disabling rather than refactoring per explicit decision.
