Frontend counterpart to service-dmarc-api PR #2 -- adds a /tokens page to create/list/revoke personal API tokens. Verified the fetch calls and response handling match that PR's actual routes and response shapes (POST/GET /api/tokens, DELETE /api/tokens/{id}). Also includes the Backstage catalog source-location update to git.stacktonic.au.

New /tokens route: create/list/revoke personal API tokens against
service-dmarc-api's token endpoints (POST/GET /api/tokens, DELETE
/api/tokens/{id}). The created token's raw value is shown exactly
once, matching the API never returning it again afterward.
