Nyaaan 17c61d62dd feat: initial shared Renovate config 
Extracted from the identical renovate.json duplicated across 8
dmarc-ing repos. Drops the flux/helm-values/kubernetes manager configs
and the awx-operator/external-dns/gateway-api/prometheus-operator
auto-merge rule -- none of these repos have any matching manifests or
dependencies, so they were dead config that just scanned every YAML
file for nothing.

infra-renovate-configs

Shared Renovate config for the dmarc-ing service repos, so a change doesn't need to be copy-pasted across every repo by hand.

Each repo's own renovate.json should just be:

local> resolves against this Forgejo instance directly. See default.json for the actual config.
